Is Snow In Casper Really Snow?

I've been seeing a bunch of videos online today of people around the nation melting snow...except, it's not melting. It turns black, and apparently reeks of melted plastic. I am by no means a scientist, but I'm pretty sure that ain't right. This video was taken by man in Casper who wanted to try it out for himself. You can almost smell it through your computer screen...
