Wyoming Supreme Court Justice John Fenn said awarding damages for emotional pain from a traumatic event such as the survivor of a car crash could open a floodgate of litigation.
Wyoming and South Carolina are the only U.S. states without a law giving stiffer penalties for crimes motivated by someone’s race, sexual orientation, religion or disability.
