In light of recent talk of the City of Casper revisiting the indoor smoking ban, E-Cigarettes seem to be a sort of loophole.  Are these "smoking" devices covered by the ban?  Are E-Cigarette users allowed to puff on these indoors in Casper businesses?

An E-Cigarette is an abbreviated term for electronic cigarette.  An electronic cigarette is an electronic inhaler that vaporizes a liquid solution into an aerosol mist, simulating the act of tobacco smoking.  The liquid solution contains nicotine(most of the time), but unlike traditional cigarettes, contains no tar and doesn't emit smoke or ash.  When an E-Cigarette user exhales, only vapor comes out with no smoky odor or residue.  Since there is no second hand smoke coming from these inhalers, are they acceptable to use indoors in public?  The vapor is still going into the air that everyone inhales, so many still consider this a form of air pollution even though the vapor has not been medically proved harmful.  Many businesses around the country allow electronic cigarette use despite local smoking bans.  Are E-Cigarettes a loophole to the Casper indoor smoking ban?  Should they be allowed in businesses at the owners discretion?  Leave a comment with your thoughts or opinions on the matter.
